Biography

Having worked in higher education for over 20 years, Dr. Dale Allen specializes in advancing connections between colleges and the various communities with which they interact – schools, other colleges, non-profits, businesses, elected officials, and neighborhoods – to increase economic vibrancy. He has led, developed or facilitated the engagement efforts of institutions by managing strategic relationships and complex partnerships to intentionally alter a shared community (from opening a satellite campus, to redeveloping a shared neighborhood, to changing the way colleges and other agencies in Massachusetts deliver workforce development programming). He has worked in increasingly complex leadership roles in diverse environments that have provided a unique perspective on the importance of the interaction between internal  and external constituencies on the success of an institution.

Dr. Allen is a visionary leader who thrives when facilitating a strong, diverse, intelligent, and innovative team. He believes in collective team efforts that are focused on solutions that balance resources and meet the needs of students, faculty, staff, and the community to achieve aspirational goals. Dr. Allen holds a positive urgency and inspired energy to grow institutions by building upon best practices, expertise and creativity to significantly increase student completions.

Dale Allen has served at Quinsigamond Community College as Vice President for Community Engagement since 2008. Dr. Allen has overseen the QCC Foundation, resource development, alumni programs, site exploration, Training and Education Center, and strategic partnerships at the College. He leads the College’s focus on collaborative and entrepreneurial efforts that enhance the mission of Quinsigamond and address the capacity to increase completions to meet the labor supply needs throughout Worcester County through partnerships that maximize leveraged resources of public and private entities.

Since February 2013, Dr. Allen serves as a Special Assistant to the Massachusetts Commissioner of Higher Education, on loan from QCC. His efforts are focused on leading the strategy and development for policy work related to workforce development and pathways at two- and four- year institutions. In this role he facilitates the Massachusetts engagement of eight colleges with the Guided Pathways to Success in STEM Careers effort with Complete College America. In addition, he is an active participant in national policy discussions and presentations on transforming higher education to remove barriers and to enable more completions to occur.

While at QCC, Dr. Allen significantly increased the resource development efforts (over $35 million secured), established new satellite campuses and facilitated the development and serves as the Project Director of the Massachusetts Community Colleges Workforce Development Transformation Agenda (MCCWDTA). MCCWDTA is a $20 million Department of Labor funded consortium designed to fundamentally change the way that community colleges interact with each other, the workforce development system, public agencies, leading industry groups, leaders of government and private businesses to transform the delivery of accelerated and stackable training programs in high demand industry sectors.

Dr. Allen earned his Ph.D. in Public Policy at the University of Massachusetts Boston. He has received a Certificate of Advanced Study in Student Personnel Administration in Higher Education, Masters of Education in Athletic Administration and Bachelor of Science in Sports Biology from Springfield College.
